PSC 05-12-22Public Safety Commission Minutes May 12, 2022 1 CUPERTINO PUBLIC SAFETY COMMISSION FINAL MEETING MINUTES Thursday, May 12, 2022, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Shan called to order this meeting of the Cupertino Public Safety Commission at approximately 6:03 p.m. on Thursday, May 12, 2022 via teleconference. ROLL CALL Commissioners Present: Chair Eric Shan Vice Chair Tiffany Wang Bobby Toda Lakshminarasimha Ankireddipally Commissioner Absent: Hymanand Nellore Staff Present: Captain Rich Urena, Santa Clara County Sheriff’s Office Lieutenant Jason Brown, Santa Clara County Sheriff’s Office Deputy Fire Chief Hector Estrada, Santa Clara County Fire Department Meredith Gerhardt, Emergency Management Analyst, City of Cupertino Others Present: None APPROVAL OF MINUTES 1. Subject: Minutes from March 10, 2022 Recommended Action: Approve minutes from March 10, 2022 Commissioner Toda motioned to approve the minutes for the March 10, 2022 meeting; Vice Chair Wang seconded the motion; Ayes: Ankireddipally, Toda, Wang, and Shan. Noes: None. Abstain: None Absent: Nellore. 2. Subject: Minutes from March 21, 2022 Recommended Action: Approve minutes from March 21, 2022 Public Safety Commission Minutes May 12, 2022 2 Commissioner Toda motioned to approve the minutes for the March 21, 2022 meeting; Chair Shan seconded the motion; Ayes: Ankireddipally, Toda, Wang, and Shan. Noes: None. Abstain: None Absent: Nellore. POSTPONEMENTS None ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 1. Subject: Public Safety Education and Outreach a. Public Safety Forum (Chao/Nellore) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Captain Rich Urena provided a background on the Public Safety Forum including past topics and presentations. Commissioners discussed the previous Public Safety Forums and formats. The Commission agreed the format from 2021 was ideal including presentations from the Sheriff’s Office and Fire Department. Captain Urena encouraged the Commission to identify topics for discussion at the July Commission Meeting. The Commission agreed to send potential topics via email to Thomas Chin for discussion at the July Commission meeting. Vice Chair Wang suggested a topic on Asian American and Pacific Islander (AAPI) hate crimes and statistics. Commissioner Ankireddipally added that general crime overview and community policing strategies. Commissioner Toda suggested a presentation on Block Leader integration with emergency communications facilitated by the Citizen Corps. Chair Shan suggested a live interactive tutorial on a public safety topic such as identify theft prevention including freezing credit. NEW BUSINESS - None STAFF AND COMMISSION REPORTS Public Safety Commission Minutes May 12, 2022 3 2. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Estrada delivered the Santa Clara County Fire Department March and April 2022 reports. Deputy Fire Chief Estrada indicated no significant events during the month of March. A structure fire reached a second alarm in the month of April 2022 and resulted in approximately $2M in damage. Call volumes continue to return to levels prior to COVID-19. No injuries to first responders were reported in March or April 2022. Deputy Chief Estrada answered clarifying questions from Commission Members. 3. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena delivered the Santa Clara County Sheriff’s Office March and April 2022 report. Captain Urena reported all response times were met and remain low. Captain Urena and Chief Estrada explained the priority dispatch process. Captain Urena provided a public safety report on select crimes including domestic violence and catalytic converter thefts. Captain Urena answered clarifying questions from the Commission Members. 4. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Meredith Gerhardt, Emergency Management Analyst, delivered a report on the emergency response activities in March and April 2022. The report included EOC Section trainings for City staff, a city exercise series, and Golden Eagle Wildland Fire exercise. Meredith Gerhardt answered clarifying questions from the Commission Members. 5. Subject: Commissioner Reports Recommended Action: Receive Commissioners’ Reports Commissioner Toda provided an update on the March 23, 2022 Mayor’s meeting. Vice Chair Wang agreed to attend the June Mayor’s meeting. Commissioner Ankireddipally agreed to attend the July 2022 Mayor’s meeting. FUTURE AGENDA SETTING Public Safety Commission Minutes May 12, 2022 4 The Commissioner Ankireddipally supported Vice Chair Wang’s request for a presentation from the Sheriff’s Office on Statistics and Status of Hate Crimes in Cupertino. ADJOURNMENT Commissioner Toda motioned to adjourn the May 12, 2022 meeting of the Public Safety Commission at 7:30pm; Commissioner Ankireddipally seconded the motion; Ayes: Ankireddipally, Toda, Wang, and Shan. Noes: None. Abstain: None Absent: Nellore.
