Subject:Update on Fiscal Year 2021-22 City Work Program Item Homeless Jobs Program Receive an update on the Fiscal Year 2021-22 Homeless Jobs Program work program item CITY OF CUPERTINO Printed on 7/7/2022Page 1 of 1 powered by Legistar™ HC 07-14-2022 9 of 11 HOUSING COMMISSION STAFF REPORT Meeting: July 14, 2022 Subject Update on Fiscal Year 2021-22 City Work Program Item Homeless Jobs Program Recommended Action Receive an update on the Fiscal Year 2021-22 Homeless Jobs Program work program item Background For Fiscal Year (FY) 2021-22, the City Work Program included an item titled “Homeless Jobs Program” with a stated objective to create a jobs program for up to 2 individuals for 6 months. The City allocated $200,000 to the pilot Homeless Jobs Program. Discussion In September 2021, the City issued a Request for Proposals (“RFP”) for a local agency to develop and administer the City’s pilot Homeless Jobs Program (“Program”). The City received one response and selected West Valley Community Services (WVCS) after an extensive review of the proposal, budget, and existing work with unhoused residents in Cupertino. Currently, the City provides $65,780 annually in General Fund Human Services Grant (“HSG”) funding to the WVCS Haven to Home program, which offers many services to the homeless community in Cupertino. WVCS coordinates with several other organizations offering employment services such as Destination: Home, Catholic Charities, Center for Employment and Training, Goodwill, and JobTrain to help employ the homeless community in Cupertino. The WVCS Haven to Home contract was expanded to include $200,000 in funding for the Homeless Jobs Program. FY 21-22 Pilot Homeless Jobs Program WVCS created the pilot Homeless Jobs Program to provide two homeless individuals with an opportunity to receive training and on-the-job-experience to help support future employment, stability, and self-sufficiency. The Program consists of the following elements:  Full-time position with WVCS (October 2021 – June 2022) including salary and benefits  Work clothing  Housing search and support  Financial coaching  Training and job coaching HC 07-14-2022 10 of 11 2  Case management  Access to WVCS programs City staff met with WVCS monthly for ongoing technical assistance and monitoring. The total cost of the program was $97,016.09. Client Outcomes For purposes of confidentiality, the two Program participants will be referred to as Client #1 and Client #2 in this staff report. Client #1 served as a Food Programs Assistant at WVCS and successfully completed the Program. Client #1 has secured temporary employment and is working with WVCS to actively seeking permanent employment. Client #1 was stabilized in housing and has moved into a Rapid Rehousing unit in Santa Clara County. Client #2 was employed as a Facilities Assistant at WVCS and resigned from the Program early in March 2022 due to personal challenges. FY 22-23 Pilot Homeless Jobs Program For FY 22-23, the City Work Program includes continuation of the Homeless Jobs Program with a budget of $200,000. City staff will continue to provide regular technical assistance and monitoring. Sustainability Impact None.
